There is no "select.andWhere" in HMENU.sectionIndex
What you mean is the menu created by CSS-styled-content which is using
CONTENT for a section index of a page.
This is about a hardcoded colPos=0 that is used by the sectionIndex option
of HMENU elements.

IMHO it is a good idea to introduce stdWrap here (as it was to introduce it
for andWhere) but only, if the result of this stdWrap will be escaped
afterwards, since this can't be done with TypoScript.
