[TYPO3-core] FYI: Raised Extbase and Fluid versions to 0.9.9

Hey,

on the request of Bastian I once again raised extbase and fluid to 
version 0.9.9. The following things have changed:
- Fixed extbase registration to be in sync with typo3 core again
   (related to http://bugs.typo3.org/view.php?id=12037 )
- Included Backend ViewHelpers, but marked all of them as experimental.

Additionally to that, Bastian has cleaned up the BlogExample greatly so 
that it shows the features of Extbase better in FE and BE.
