[TYPO3-core] RFC: Bug #12046: Skinning possibilities are not available with frontend editing

Problem:
The skinning possibilities and settings of t3skin are not available with
frontend editing.

Solution:
Disable the "doNotLoadInFE" setting in ext_emconf.php of t3skin and load
$TBE_STYLES by extending the condition in ext_tables.php of t3skin.
