[TYPO3-core] FYI: Raised Extbase version to 0.9.8

Hey,

I just raised Extbase to 0.9.8 after two important fixes:
- it is again compatible Olly's recent changes in the caching framework
- The reflection cache now actually works, bringing quite a speed boost.

This is hopefully the last extbase adjustment before beta1 (I have 
thought that two times now already ;-) )
