[TYPO3-core] FYI #12018: Cleanup: Add an icon for notice-level flash messages

Problem:
Currently flash message don't have an icon, which looks a bit weird.

Solution:
Add an icon, as approved by the Usability team in the referenced issue. 
This is added both to the general CSS file and the Install Tool's CSS 
file, since they share the styles of the flash messages.

Notes:
As the change just adds an icon in an already used pattern, there's no 
technical impact and I went ahead and committed this straight away.
