[TYPO3-core] RFC: Feature #10585: Enable BE-User to change their OpenID

Hi,

after discussion with Olly and Rupi i changed the patch:

* don't create a new field for allow (access)
* show the field if not set in userTS: 
setup.fields.tx_openid_openid.disabled = 1

+1 by reading and testing by me.
