Problem:
In the Install Tool (every TYPO3 version since 3.8 at least) there's a 
unused setting in /t3lib/config_default.php :
   [SYS][T3instID] =

Solution:
Remove the unused line.

Note: I was unable to find any reference to "T3instID" in any core file.
