[TYPO3-core] FYI: Raised DBAL version from 0.9.20 to 0.9.21

Hi,

the DBAL version was raised to 0.9.21 in SVN Trunk (rev. 5982) with
these changes:

* Fixed bug #11436: Unknown tables break Install-Tool (Thanks to David
Bruchmann)
* Fixed bug #11108: DBAL wildly quotes fields and table names
* Fixed bug #11984: Remove reference operators for objects
