[TYPO3-core] RFC #11989: Cleanup: Install Tool message colors should match flash message colors

Problem:
In RFC #	10523 the Install Tool was given a CSS file. Later, flash 
messages were introduced in an attempt to harmonize styles for status 
messages (success, errors, warnings, etc.).
The colors for messages in the Install Tool skin and in the flash 
messages don't match.

Solution:
The attached patch changes the Install Tool skin to match.
Necessary icons are also attached and should be placed in a new folder 
located at typo3/sysext/install/mod/gfx/

Notes:
- Styles "warning" and "note" (relabeled to "notice") were kept because 
of some situations were the background colors were necessary, but 
without the icon.
- In the flash message styling, there's no icon for notice-level 
messages, so that may look a bit empty. I still intend to find an icon 
for it, but it would be a separate RFC anyway.
- This RFC wasn't submitted to the Usability team first, as it is just 
bringing harmony to the styles used and not introducing anything new.
