[TYPO3-core] Poll for 4.2.9

Hi guys,

it's polling time again!

We have 16 changes since the last release of a 4.2.x patch level
releases, which is, I think, a good amount of changes for a patch level
release to be on the one hand worth releasing while on the other hand
not being too big and therefore risky to install.

Therefore I'd say: We should release in a bit more than a week, i.e. on
Monday, 28 September.

What do you think? (+/-1?)
