[TYPO3-core] RFC: #11843 Add a reports module

Hi,

I don't get it to work.

- I updated to current trunk.
- Applied the patch.
- Cleared cache

If I hit the "Reports" link, I see the drop-down list with "Overview" 
and the heading "Overview" -> nothing more.
The drop-down has a second entry without a label but with the value 
"tx_reports.status".
If I hit it, the screen refreshes and then "Overview" is selected again.
