[TYPO3-core] FYI: Added feature #11966: Restrict access to "Clear RTE Cache" option in cache menu

FYI: The attached SVN patch was committed.

Problem:
"Clearing RTE cache" option of the "Clear cache" menu should not be 
available to normal users.

Solution:
Enable the Clear RTE Cache option only for admin and for
users with the following option in their User TSConfig: 
options.clearCache.clearRTECache = 1
