[TYPO3-core] RFC: #11967: allowSystemInstall should be a checkbox and not an input field

Hey,

this is SVN patch request.

Description:
In Install tool the option allowSystemInstall is currently rendered as 
input field and not as checkbox which is used for allowGlobalInstall & 
allowLocalInstall and all other boolean fields.

Solution:
Define the setting as boolean
