[TYPO3-core] RFC (no number): Update DBAL svn:externals for beta1

Hi,

This is a RFC without any number as I was not told how this should be done.

Type: Update of svn:externals

DBAL was updated and 2 bugs were fixed:

bug #11108: DBAL wildly quotes fields and table names
bug #11436: Unknown tables break Install-Tool

I can make the new tag 0_9_21 if this is OK for you and then let you change svn:externals property on typo3_src/typo3/sysext.
