[TYPO3-core] RFC #11927: Use suggest feature in system extensions

Problem:
Since we have the suggest feature it should also be use in system 
extensions for the following fields

sys_action:t1_copy_of_user
sys_action:t3_listPid
sys_action:t4_recordsToEdit

sys_workspace:adminusers
sys_workspace:members
sys_workspace:reviewers
sys_workspace:xml:db_mountpoints

index_config.alternative_source_pid
index_config.indexcfgs

Solution:
activate the suggest wizard for the mentioned fields
