[TYPO3-core] RFC #11869: Cleanup in typo3/index.php: remove interfaceSelector_jump

Problem:
Since #11748 interfaceSelector_jump in typo3/index.php is not needed  
anymore, as it is used nowhere.

Solution:
remove it

Note:
This patch also sets function makeLogoutForm() deprecated, as this is the  
only one which uses interfaceSelector_jump, but is called nowhere in TYPO3  
(as I think we can't directly remove methods, can't we?)
