[TYPO3-core] FYI48: #12413: t3editor should not be disabled in safari

Problem:
currently the t3editor is disabled in safari.
In the javascript for the initialisation is an check for "webkit", which is responsibly for this behaviour.
i'd initially added this check to prevent the t3editor to load on the iphone.

Solution:
remove the unneeded check

Notes:
i'm going to commit in 48 h, if no one complains
