Problem:
The Scheduler includes a check whether the CLI script is executable or 
not. On Windows this check always fail whereas the CLI script is always 
executable.

Solution:
Skip the check on Windows and always display the OK message that the 
script *is* executable.

Notes:
This was tested on a Windows platform by Steffen Kamper.
