[TYPO3-core] RFC #12343: Bugfix: Missing message when creation of admin user fails due to missing data

Problem:
The install tool allows to create admin users (Database Analyzer->Create
"admin" user). A user needs to fill three form fields (username, twice
the password)
However, if you forget to fill one or more form fields, there won't be a
message informing you about that fact.

Solution:
Test existence of values for all three fields and show an notice if any
data is missing.
