I fixed the problem in cli_dispatch.phpsh in 4_2 and 4_1 with
http://bugs.typo3.org/view.php?id=12300

the problem with the dynamic tranlation update is already fixed in the 
older branches by:
http://bugs.typo3.org/view.php?id=12129

so only trunk needs the new API functions.
