[TYPO3-core] FYI: Fixed bug #11610: t3lib_transl8tools::translationInfo() should return also CType of the element

Problem:
The l10nmgr need the CTYpe information for the XML-Structur. The reason
for that is that:
* it can provide some additional information to the translation agency.
* it needs to handle CE of type HTML different like the other one.

Solution:
Return the CType as well.
