[TYPO3-core] RFC #2314 - moving records doesn't move translations

Related to the discussions within the Dev-list this is the new version 
of the patch.

It depends on one API change within t3lib_userauthgroup which should 
come together with the patch for #539.

The patch now checks whether the user has the right to modify all 
necessary languages before it starts to perform any modifications.

The described problems within the list module are handled within issue 
#12269 - these are just rendering problems within the list-module the 
records look as supposed.

Imho it's still very important to fix this within the next TYPO3 version.
