[TYPO3-core] RFC: #12179: Section "Help" is shown even with no subelements

Hi Georg,

the patch works for core modules, but not for other extensions.

Example: install llxmltranslate, it won't be shown anymore.

attached patch works for extensions like llxmltranslate too.

This is the problem of not having a right API! No wonder that extensions 
using a new section doesn't have the grouping.
