Problem:
EXT:sv/ext_tables.php and EXT:sv/ext_localconf.php contained erroneous 
comments about service registrations.

Solution:
Remove unneeded comment in EXT:sv/ext_tables.php and improve comment in 
EXT:sv/ext_localconf.php

Notes:
Tiny CGL cleanup included
