[TYPO3-core] RFC: #11279: t3lib_div has calls to debug() without namespace

Hi,

ok, I didn't see that comin. In the comment it says:
  * Usage: 8
and the calls are 8, so it seemed logic to me. ;)

I will open a thread for this in the Dev-List, for this is the wrong 
place to have a discussion, how to handle this issue.

So kindly ignore the patch for now.
