[TYPO3-core] RFC #12178: Feature: Provide a report for installed services in the new Reports module

Problem:
TYPO3 doesn't provide an easy way to check all installed services, along 
with their properties.

Solution:
Add such a view as a report in the new Reports module. Attached is the 
patch for this, along with the icon for the report (requires custom 
icons to be available, see RFC #12167).

Notes:
1) Please also find attached a screenshot of the report.

2) As this new report introduces no functional changes to the Core, it's 
submission was agreed upon by Olly although we are beyond feature 
freeze. Thanks for that!
