[TYPO3-core] RFC #12130: Improve performance of flashmessages

hi,

here's v3 of the patch where I moved function renderFlashMessages() to 
class t3lib_messageQueue. Now this function can be excuted from 
everywhere and is not bound to an instance of template.php anymore.
