[TYPO3-core] RFC #12112: Enable resizable textareas by default

Hi,

This is an SVN patch request.

Problem:
With #11812 resizable texareas were introduced.
Unfortunately, they aren't enabled by default.

Solution:
Enable them

Note:
The patch moves the default height of 600px to t3lib_beuserauth, as all  
defaults are defined there (and not in ext_tables.php)
