[TYPO3-core] FYI48: #12847: 4.3.0 install tool incorrectly reports memory limit problem

With memory_limit=48M set in /etc/php.ini, the Basic Configuration of 
the Install Tool reports:

Memory limit below 32M
memory_limit=48M
Your system is configured to enforce a memory limit of PHP scripts lower 
than 32M. The Extension Manager needs to include more PHP-classes than 
will fit into this memory space. There is nothing else to do than raise 
the limit. To be safe, ask the system administrator of the webserver to 
raise the limit to over 32M.

Solution:
Use correct constant for compare.
