[TYPO3-core] RFC: #12836: Recycler: Still one error with labels in JavaScript

All locale files from ExtJS are saved as utf-8. To display the labels 
correct in any charset, these files needs to be included with charset 
utf-8 which is the used charset of JS
See attached patch

Example: In recycler the loading mask use localized text. If you use 
german BE you'll see corrupted chars there, after this patch all is fine 
again.
