[TYPO3-core] FYI: Fixed bug #9766: Use correct memory limit definition in Install Tool

Problem:
The memory limit in the install tool is hardcoded to 16MB.

Solution:
Use correct memory limit definition in Install Tool as defined in
requirements.php file.
