[TYPO3-core] RFC: #12786: wrong mouse icon arrow over floppy symbols

Problem:
In the TCE when editing a template setup, you have an arrow as the mouse
icon over the floppy symbols and not the hand icon like over all other
symbols. This lets the user think that the floppy symbol had no
functionality.

Solution:
Add cursor:pointer to the buttons in the docheader

Additional information:
This RFC is part of the bugs which set the target version to 4.3 and are
allowed to go into 4.3 => *yeah*
