[TYPO3-core] FYI: Fixed bug #12699: Upgrade backend login to match t3skin

Hi,

here are the latest CSS changes for the login i made together with Jens, 
so we don't need to discuss ;)

Needed changes were:
* font-size must be defined, eg IE inherits 10px which is wrong
* links are unified with text-decoration: underline
* hover color changed to #333

I'll commit this in some minutes/moments/hours
