[TYPO3-core] RFC #12701: Update to prototype 1.6.1

This is an SVN patch request.

Problem:
We currently use prototype 1.6.0.3.
Version 1.6.1 fixed some bugs, including one [1], which occurs in the  
reporters extension.

Solution:
Upgrade
