[TYPO3-core] RFC: #12709: Forgotten flash message in user setup

And here is an additional v3 which fixes the issue of v2 (please look at
the other posting in same thread) and 2 other places

1.) if you want to upload an extension to TER and haven't set a custom
user + pwd in the EM there is an info about it with the text "You have
not configured a default username/password yet. Go to "Settings" if you
want to do that."

2.) Temporary DB mounts which can be achieved by setting in page
properties "stop page treee"
