[TYPO3-core] FYI: Fixed bug #12699: Upgrade backend login to match t3skin

The following changes were committed to SVN Trunk (rev. 6493)

Problem:
A new backend login layout was introduced during the development of
TYPO3 4.3. However, there have been some complaints that it would not
fit well.

Solution:
At the T3UXW09 a new backend login was designed that offers a cleaner
and reduced way.

Notes:
Thanks to the T3UXW09 team for discussing a new layout and namely Lars
Zimmermann for creating the screens.
If there's anything left to be changed in your point of view, please
come up with patches for follow-ups.
