[TYPO3-core] RFC #12604: fileNameASCIIPrefix got deprecated but is used in core

Problem:
The function fileNameASCIIPrefix in class.tslib_fe.php is deprecated with  
the message "please use the "simulatestatic" sysext directly"

problem is that this function is also called in other parts of the core.  
for example if a menu is built with using gifbuilder and  
config.meaningfulTempFilePrefix is enabled.

Solution:
remove calls
