One objection is that this is not the right way to fix it, even if it
fixes it. An "inofficial" convention is that you should HSC only when
really creating a HTML tag and not before. The $link might be used later
on for a redirect or something else.

Attached patch makes this and also adds several HSC to all tag
generating places (even on strings coming from LANG which are being used
in alt or title tags).

I went through all screens of the scheduler and now they all validate as
XHTML.

Agreed?
