[TYPO3-core] RFC: Bug #12608: User settings module reports changed password and settings if there was no change at all

Problem:
The module User Tool>User Settings reports a changed password and
settings if there was no change at all.
* Changed settings are reported when OpenId is installed.
* Changed password is reported when SaltedPasswords is installed.

Solution:
Refactor the setup-module a bit and check specifically for each part
whether it was changed or not. For example changing the mail address
must not be in the same conditional block where the password might be
changed.
