[TYPO3-core] RFC: #12610: Inconsistent naming of "includeFooterJS"

Hi,

This is SVN patch request.

Problem:
There is an inconsistent naming in the new TS properties:

includeFooterJS

All of these properties shoul be same way starting with includeJS...

So renaming it to includeJSFooter makes the var consistent.

The patch also fix a bug with the flags for this array.

PS: this is the last chance to change this inconsitency. After release 
this can't be changed anymore.
