[TYPO3-core] RFC: #12605: Flash Message for "extension provides additional configuration"

Problem:
Flash messages should be used everywhere and at least this place was
missing. See the attached screenshot to remember the place: After
installing an extension which can be configured inside the EM a note is
shown.

Solution:
Replace old info with new flash msg and do a bit cgl
