[TYPO3-core] RFC #11764: speed up list module by improving internal handling of localisations

Hi Rupi,

just ran in the same problem in TV with using included list view. You 
can reproduce it by setting
mod.web_txtemplavoilaM1.recordDisplay_tables = tt_news

In general i would like to move initialization of t3lib_transl8tools 
back to recordlist. it's the place where it belongs to, it doesn't make 
sense to initialize it in every place where you use recordlist.

In core we now have it in db_layout and db_list, in TV we need in in 
page module as well (and, there we need a version check as it's only 
mandantory in 4.3)

So what is the performance difference between init it outside or inside?
