[TYPO3-core] FYI48: #12545: t3lib_div::linkThisScript isn't xhtml compatibel

Hi,

following patch will be committed after 48 hours if noone complain.

While making BE pages valid most produce not xhtml-valid urls, but BE 
modules have xhtml defined. One central point is the function 
t3lib_div::linkThisScript.
The escaping of & is optional, but done by default. So if you need this 
with other doctype it's still possible.
