[TYPO3-core] FYI24 #12423: Bug/Feature(tte): Services overview does not provide extension key for installing the service

I consider this to be pretty much a no-brainer. I submitted it as an RFC 
mostly to get opinions, but these haven't been forthcoming. So I'm 
changing to a FYI 24.
