[TYPO3-core] RFC: #12472: Recycler is missing title + description in the about module

Hi,

this is a SVN patch request.

Problem:
The sysext recycler has no description and title in the about module.
Additionally this patch raises the status to stable

Solution:
Use the text of ext_emconf.php for the description
