[TYPO3-core] RFC: #12437: Recycler produces some scroll bars

Problem reported:
The recycler produces some scrollbars and this look a bit ugly.

* the recycler should use the whole dimension available in the viewport 
(no hardcoded dimensions)
* the "recycler" title is not required
* the "delete" and "undelete" buttons should be inside the panel and not 
below


I reworked recycler again and found some more issues solved within this 
patch:

* duplicate definitions in JS
* wrong obkect definitions of grid, selections, store
* non-localized strings (Column titles)
* additional content after </html>
* used header and description like other moodules do
* more visuals

I reduced the container to the needed only. For the height i know added 
an option in EM to adjust the height (for small screens), default is 
600. I also added labels to the combo boxes in toolbar.

JS is linted for validation.
