Args, stupid, stupid me. patch changed the group permission of the
patched file, so the webserver was unable to access (and include) it.
This happens if you don't set sticky group bits on svn checkouts. The
only excuse is that I never applied patches to _this_ system before.

To the patch:
There is a dramatic speedup in trunk for pages with USER_INTs (from ~300
ms to < 90ms on this test-system). The same offset was visible with an
no_cached page (>200ms reduction in parse time), while cached pages
didn't raise in parse time.

Here is a strong +1 on testing and +1 on reading.
