[TYPO3-core] RFC: #12438 :Bugfix - tt_content bodytext wizard icons aren't aligned properly

Problem:
Due to the changes within
"typo3/sysext/t3skin/stylesheets/stylesheet_post.css" (rev. 3843) the
vertical alignment presets changed for field wizard-icons. As effect the 
icons aren't aligned at the middle anymore.

Solution:
To restore to proper alignment for the "RTE", "form" and "table" wizard 
the _VALIGN feature of the TCA should be used.

Notes:
The _VALIGN feature is broken at the moment - the related patch-request 
(#12345) is currently pending in the Core-List too.
