[TYPO3-core] RFC: #8601: Hook for debug_typo3PrintError

Problem:
It would be useful to change the default TYPO3 Error Messages therefore
we need a hook in the function debug_typo3PrintError.

Solution:
Slightly modify the function and add a hook to change the default error
message just before echoing it out.
