[TYPO3-core] FYI24 Bug #9811: Adding Faroese flag to website languages

The following changes will be committed to SVN Trunk in 24 hours if
nobody objects.

Problem:
The Faroese flag is missing from the options when creating website
languages.

Solution:
Add attached fo.gif to typo3/gfx/flags/
